Installation Problems / ShopMod does NOT work. No Admin Panel. Clean install

I have tried installing "SMFShop_3-0_Fresh_Install" on both a functioning SMF 1.1.4 forum and on fresh clean 1.1.4 installs. I have tested this off of 2 different .coms linked to 2 different hosting sites and I still get the same thing that happens:
I upload the package. installs with no errors. The shop button appears in the top menu and shows the admin with his credits. but if you click in the admin section there is NOTHING regarding the shop. Ive tried Everything and no matter what i do this is not working. very frustrating as I really cant see how Anyone could get this to work.
