Coding / Shop Referral Code?

I hope I posted this in the correct place. If not Sorry!!

I would like to offer my members $10 bonus Shop money for referrals. I would like the new member to have to make 5 posts before the money is credited to their account.

Can someone tell me if this is possible and if so what I need to do to accomplish this?

I have a question being posted from the members.

How do they know if someone has tried to steal their money and either succeeded or not? Is there a way to send them a PM or something when folks are stealing their money , lowering their posts, etc?
