Coding / Users create items

Is it at all possible to let users make items?  I was thinking of letting them upload files and then making that automatically give them 999 items of the "download XXX file" item for that specific file that they could then distribute/sell.  I'm sure such a thing is possible, I'd just need a little assistance in figuring it out.

I'm working with it now.
