Is it possible to make an SMF Shop item that when used, allows the user to post a thread in a board where you cant post threads unless you have the item? And also, make them able to reply to their own thread only? Would be cool for a board with requests and stuff.

Sounds like a good idea
ill try and get something out for you that might do the trick in the next couple of days.
Dont hold me to this, as Ive always had a hell of a time with SMF postbox, is never works with just an include.
For the other stuff, you can already do this if you set a board to "Local" and only allow a user to reply to their own topics.
If you dont see the "Local" switch in the "Permissions by Board" page, you will need to enable "advanced board permission" in the settings for permission section of your admin area

Awesome! But when you switch it to local, it affect all membergroups? Can I specify it to affect only some membergroups?
-
you can yes, but it will just take some time to set it up depending on how many member groups you have
just play around with it, switch a board over to "local" and have a go
if you have any questions, feel free to ask

I can't find anywhere on membergroup permissions that say anything about "local" boards

well first off, make sure you have "Enable advanced by-board permissions" enabled
you can find this option in permission->settings
then click on "Permissions by Board"
Also im having trouble making this item, so it may take some time to make, if at all.
You might want to consider, charging people to start a topic. might be a better solution in fact.
